1. General remark 

The term "examiner" as used in this part of the Guidelines is understood to mean the "first" examiner member who, as part of the examining division responsible for deciding whether to grant a patent or refuse an application, is entrusted with substantive examination.

Chapters C‑II to C-IX set out the general procedure for examination and provide guidance on specific matters, where necessary. They do not include detailed instructions on matters of internal administration.
